How are charter schools -- and specifically, The Community Schoolhouse -- funded in Oregon? A:
School districts in Oregon receive funding through a state school fund
funding formula based on the district’s enrollment (known as Average Daily
Membership - ADM). The formula sets
an average dollar amount per student. The
formula also has several
weighting factors which can provide additional funding for students in
categories such as ESL (English as a Second Language), IEP (Individual Education
Plan/Special Education), or Pregnant & Parenting.
Oregon
charter schools also receive operational funds through the state. Schools serving students in grades 9-12 receive a minimum of 95% of the dollar
amount allotted for each student enrolled in the school.
Schools serving students in grades K-8 receive a minimum of 80% of the per-student
dollars allocated by the state. Amounts
above these percentages are negotiable between the charter school and its
sponsor. Under its
arrangement with Salem-Keizer School District, The 21st Century
Community Schoolhouse receives 95% of the ADM funds for its students. Salem-Keizer School District receives the additional 5
percent of the state funds. The school district uses these remaining funds to
ensure compliance with applicable laws, regulations and contract provisions
related to the charter school. With this reduced budget, The Community Schoolhouse must pay for its operating costs and for support services normally provided to other public schools. |
